Herb is an irrigation engineer with extensive expertise in water resources policy, institutional analysis, planning, and management. Much of his experience has been in Asia, where he provided water sector policy and management support to clients including the World Bank, the Asian Development Bank, and the Canadian International Development Agency. He has also managed public consultation processes for regional water management planning studies, basin studies, and the planning and design phases of various water resources projects.
