Terrebonne Overflow Management Plan
To support urban development planning while complying with new regulatory requirements related to sewer overflow control, the City of Terrebonne retained Lasalle | NHC to develop a comprehensive Overflow Management Plan for its municipal sewer system. The plan encompasses all sewer networks serving the three main sectors of the municipality inherited from the former cities of La Plaine, Lachenaie, and Terrebonne.

The Overflow Management Plan is based on the development of a calibrated model of the sewer networks, which includes a combination of combined, pseudo-separated, and separated systems. These networks comprise many hydraulic structures, including more than 55 pumping stations and over 60 overflow structures.
The results were used to develop a coherent and prioritized action plan that identified: corrective measures to ensure compliance with current discharge requirements; compensatory measures aimed at offsetting the impact of future development on overflow frequency; and network improvements designed to meet long-term overflow performance objectives.
Delivered a strategic, model-driven framework for managing sewer overflows, enabling the City of Terrebonne to support future growth, comply with environmental regulations, and prioritize infrastructure investments that improve long-term system performance and water quality.
