Alan specializes in engineering and management solutions that improve water and energy efficiency in irrigation systems. His work spans canal lining and balancing storage, buried pipe distribution, volumetric metering, conjunctive use of groundwater and surface water, electrification, SCADA, decision support, and information systems. He also focuses on management systems, including institutional frameworks, farmer engagement, and leveraging private sector expertise.
Alan has led irrigation modernization projects globally, including studies in Central Asia for FAO-World Bank, the ADB-funded Ara Canal Water Productivity Improvement Project in Bihar, India, and advisory work on irrigation modernization in Vietnam under an ADB-supported water efficiency initiative.
